Returning to 40k after a long absence (last played 7th ed) and playing around making a guard list. My question is whether there is ever any point to taking 1 20man squad instead of 2 smaller ones? All it seems to accomplish is making them more vulnerable to blast weapons and loosing some flexibility.

First of all, if people say competitive Tau they usually just mean three or four staple units in the codex (e.g. triptide, commander etc.), most of the other units are mostly crap (seriously, interior balance was never the strong suit of Tau codexes). The other thing is that Tau aren't just in 9th one of the weakest factions.A competitive 2,000 list will generally cost you close to £500. That said, you can get a 1,500 point plastic list for £200 (and that's direct from GW, you can get it cheaper from a FLGS) and you can build a legal patrol out of one box of Guard so its a great way to dip your toes in and get a feel for the army.

The disco lord moves strikingly fast and has 1+/4++ while in any kind of terrain. He can get some pretty cheeky warptime turns off and tie up important units. The terminators are really insane in NL and I'd almost always spend at least 3 CP on each squad.

I think alternating activation would make casual games more evenly matched but I do not think it would make 40k "more competitive" Things like ITC terrain (not really itc but event) standardization, especially pro tabletop, NOVA, or LVO make the game much more "competitive" because it removes the variation. In the current game, yes, CP is more useful on early turns. The shift in starting CP really neuters the armies that rely on those first couple turns to deliver most of their damage. Explosive turn 1s and 2s are going to be toned way way down, and having stratagem delivery units on later turns will be more important.
